You don’t need to stay awake the whole night just to send a birthday email to your colleague, but there’s a few buts here.
Outlook on the web
After composing your message, select the dropdown menu next to the Send button.
Select Send later:
Select the date and time you'd like the email to be delivered and click Send.
Outlook for Windows
An Outlook.com mail account is an Exchange type, and uses an.ost data file. If you have set a delivery delay, it will not send unless OL is open/running - No way round that, other than in outlook.com web browser access setting a delay mail there, or rule, if you can. Jun 02, 2021 Outlook has two options to delay the delivery of an email – Delay Delivery setting and Custom Rules. If you have created a rule earlier to defer an email delivery, the original Delay Delivery option might not work or create a conflict. Let’s assume that you have set the Delay Delivery time to 10 minutes from the current time. When Outlook is running in Cached Exchange Mode, it uses a local offline folder file (.ost). This file is periodically synchronized with the server. When you enable the Do not deliver before option to defer the delivery of a message, the message is deferred to the local Outbox, not to the server. To work around this behavior, enable the Do not deliver before option to defer delivery of the message when Outlook is running in online mode. Go to FILE - Account Settings - Account Settings - Double click the account name, uncheck 'Use Cached Exchange Mode', click 'Next'.

- In the message, click the Options tab.
- In the More Options group, click Delay Delivery.
- Under Delivery options, check the box for Do not deliver before, and select a date and time.
- After you click Send, the message remains in the Outbox folder until the delivery time.

Symptoms

Cause
This behavior occurs if the following conditions are true:
Microsoft Outlook Delay Delivery Problems
- You're connecting to an Exchange Server 2013 mailbox.
- You're connecting by using an Online Mode Outlook profile.
Resolution
To work around this issue, close and reopen the affected message. After you take this action, you will be able to edit and resend the message as expected.

Microsoft Outlook Delayed Delivery Email
If you open and close the message but don't reopen the message and then click Send again, the message will remain in the Outbox and won't be sent at the delayed delivery time. A message that's set correctly for delivery will appear with an italic subject line and with an outgoing message icon, as follows:
